To start off with, you are given the role of a military commander, who's in charge of the nation's defense when the situation gets critical. Since you are giving the orders from a bunker deep underground, you can choose to let your entire arsenal loose, as long as you are prepared to eliminate all life from Earth and cause an even deadlier nuclear fallout, which doesn't spare anyone and covers the entire planet.
