To keep earth from being destroyed, the Earth Space Agency (ESA) decide that a preemptive strike is necessary. They must get the plans to the base station then destroy it. ESA spies are successful in intercepting a wireless network print out of the base station plans and return to moon base with them. Rather than risk a saboteur mission on the base station from the moon base (which is too close to earth), so they decide on the Saturn base instead.
